A change of director and a change of pace, though the two are not necessarily connected - there is less setting up to be done here. Nevertheless, there is a lightheartedness to the proceedings, and it is good to have some villains worthy of the name. The effects, involving cars being thrown around Fifth Avenue, are also impressive for their day.
